The Aspire Apartments is IHO’s winning response to the City of Riverside’s RFP to “Build Supportive Housing for Youth Aging Out of Foster Care.” Opened in December 2024, The Aspire welcomes formerly homeless youth ages 18 to 24. The new development features 32 fully furnished homes and one manager’s apartment located adjacent to a historic, single-family neighborhood near a regional park, library, and the Civic Center. The community provides onsite wraparound services, career and financial aid counseling, as well as job placement assistance through partners such as California Family Life Center and Riverside City College, setting residents on a path toward personal and economic success. The three-story, mission-style design has an interior courtyard, roof terrace, off-street parking, and communal living room. A mural at the entrance to the property was designed and painted by a local artist. Residents benefit from the community’s central location within walking distance to downtown Riverside with access to transit and employment, recreation, retail, and cultural offerings. The Aspire was instrumental in helping Mayor Patricia Lock Dawson reach “functional zero” in her Mayor’s Challenge to End Youth Homelessness.
